Panaji, April 16, 2026:
The United Goans Foundation (UGF) has lodged a formal complaint before Chief Minister Pramod Sawant and vigilance authorities, alleging a major corruption and financial fraud of approximately \u20b92.43 crore in road and pothole repair works carried out by the Goa Industrial Development Corporation (GIDC) during 2024.<\/em><\/strong><\/p>\n\n\n\n

In its complaint, UGF has accused senior officials and contractors of orchestrating a \u201csystemic and organised scam\u201d involving violations of financial and administrative norms.<\/p>\n\n\n\n

Serious Violations Alleged<\/p>\n\n\n\n

According to UGF, the works were executed without following mandatory procedures, including:<\/p>\n\n\n\n

No tenders, work orders, or prior administrative approvals<\/p>\n\n\n\n

Violations of GFR norms, CVC guidelines, and CPWD procedures<\/p>\n\n\n\n

Post-facto creation of records such as estimates, sanctions, and work orders after completion of works<\/p>\n\n\n\n

Contracts awarded on a nomination basis, indicating favouritism and cartelisation<\/p>\n\n\n\n

Payments released for works that may not have been executed<\/p>\n\n\n\n

Misleading statements allegedly made before the Legislative Assembly regarding issuance of work orders<\/p>\n\n\n\n

Execution of works during the Model Code of Conduct without approval from the Election Commission<\/p>\n\n\n\n

UGF has named several key officials in its complaint, including:<\/p>\n\n\n\n

Pravimal Abhishek Polumatla (IAS) \u2013 Managing Director, GIDC<\/p>\n\n\n\n

Subhash R. Belgaonkar \u2013 General Manager (Engineering)<\/p>\n\n\n\n

Luciano Costa \u2013 Dy. General Manager (Engineering)<\/p>\n\n\n\n

Jitendra Gawandalkar \u2013 Area Manager<\/p>\n\n\n\n

Philomeno Pereira \u2013 Chief Accounts Officer<\/p>\n\n\n\n

Vijay Mardolkar \u2013 Technical Advisor<\/p>\n\n\n\n

The complaint also refers to decisions taken during the 391st Board Meeting (Resolution No. 34\/2024), involving board members such as Dr. Swetika Sachan (IAS), Stephen Fernandes, Anirudh Dempo, Chandan Parab, Sandeep Sood, Adv. Savio J. F. Correia, and Carlton Almeida.<\/p>\n\n\n\n

Contractors named include Gadekar Constructions, M&M Constructions, and Sai Kamal Constructions.<\/p>\n\n\n\n

Pattern of Corruption Alleged<\/p>\n\n\n\n

UGF has claimed that the alleged scam is not an isolated incident, pointing to earlier irregularities, including the Corlim road case. The organisation alleged a consistent pattern of misconduct within GIDC following the tenure of current leadership, suggesting a broader nexus between officials and contractors.<\/p>\n\n\n\n

UGF Demands Immediate Action<\/p>\n\n\n\n

The foundation has demanded:<\/p>\n\n\n\n

Registration of an FIR and criminal investigation<\/p>\n\n\n\n

Probe by Anti-Corruption Bureau\/Vigilance authorities<\/p>\n\n\n\n

Forensic and technical audit of all works<\/p>\n\n\n\n

Recovery of \u20b92.43 crore with penalties<\/p>\n\n\n\n

Suspension and prosecution of involved officials<\/p>\n\n\n\n

Investigation into disproportionate assets<\/p>\n\n\n\n

Call for Time-Bound Probe<\/p>\n\n\n\n

Terming the case a \u201cpre-planned criminal conspiracy,\u201d UGF has called for a time-bound and independent investigation to safeguard public funds and ensure accountability.
