Panaji, July 10: The United Goans Foundation (UGF) has submitted a formal complaint to the Director of Vigilance and the PWD Vigilance Officer, seeking an independent inquiry into the Public Works Department’s tender for appointing a Third-Party Independent Quality Control Agency.<\/em><\/strong><\/p>\n

In its complaint, UGF has alleged serious irregularities in the procurement process, claiming that the tender violated the principles of transparency, competition and fairness envisaged under the General Financial Rules (GFR), 2017, the Union Ministry of Finance’s procurement framework and the guidelines of the Central Vigilance Commission (CVC).<\/p>\n

According to the Foundation, the tender contained restrictive eligibility conditions that limited participation exclusively to Government of India Public Sector Undertakings (PSUs). It further alleged that despite the national nature of the assignment, the tender received only limited publicity, reportedly being advertised only in local newspapers.<\/p>\n

UGF also questioned the extension of the bid submission deadline without a corresponding public notification and pointed out that only two entities participated in the bidding process, with the contract ultimately being awarded to the sole technically qualified bidder.<\/p>\n

The organisation has further alleged possible collusion between Engineering Projects India Limited and Quality Control India Limited in influencing the outcome of the tender. It has also questioned the role of Chief Secretary Dr. V. Candavelou, alleging that the tender irregularities occurred despite his position as the Chief Vigilance Officer of Goa.<\/p>\n

UGF has requested the Directorate of Vigilance to examine whether the tender conditions unnecessarily restricted competition and whether the procurement process fulfilled the fundamental objectives of transparent and competitive public procurement.<\/p>\n

The Foundation has sought cancellation of the existing tender and the issuance of a fresh nationwide competitive tender if the vigilance inquiry establishes material procedural irregularities.<\/p>\n

Highlighting the importance of the matter, UGF stated that the appointment of a Third-Party Independent Quality Control Agency is one of the PWD’s most significant procurements, as the selected agency is responsible for independently assessing the quality of roads, bridges and other public infrastructure built using taxpayers’ money.<\/p>\n

According to UGF, the credibility of Goa’s quality assurance mechanism directly impacts construction standards, contractor accountability, certification of completed works and the long-term durability of public infrastructure. It argued that any compromise in the procurement process could undermine public confidence in the State’s infrastructure quality control system.<\/p>\n

The Foundation maintained that, given the recurring concerns over the quality and longevity of public infrastructure in Goa, the quality control agency must be selected through a process that is transparent, competitive and beyond reproach.<\/p>\n

UGF has warned that if appropriate action is not initiated, it will approach the Central Vigilance Commission with a complaint against the Chief Secretary and the PSU companies allegedly involved for their purported participation in a tender that, according to the organisation, violated the Government of India’s fair tendering guidelines.<\/p>\n
