Panaji, 25 August: A serious complaint alleging fraudulent mutation and illegal transfer of ancestral properties at Karapur in Bicholim taluka has been lodged against Goa Minister Vishwajit Rane and Deviya Vishwajit Rane by Vishwasrao L. Rane, who claims to be a member of the Rane family and a co-owner of the properties in question.<\/em><\/strong><\/p>\n

The complaint, dated August 25, 2026, has been addressed to several authorities, including the President of India, Prime Minister, Goa Governor, Leader of Opposition Rahul Gandhi, Goa Chief Minister, the Special Investigation Team (SIT) of the Crime Branch dealing with land grabbing cases, and the Directorate of Vigilance.<\/p>\n

The allegations contained in the complaint have not been independently established, and the response of Vishwajit Rane and Deviya Rane to the charges was not available in the documents.<\/p>\n

According to Vishwasrao Rane, ancestral properties bearing Survey Nos. 100\/2, 90\/1, 176\/1 and 148\/1 at Karapur were allegedly taken over through an irregular mutation process in 1997, depriving him and other co-owners of their rights.<\/p>\n

Mutation Before Company’s Incorporation Alleged<\/h3>\n

The central allegation concerns Karapur Estates Private Limited. The complainant claims that Vishwajit Rane submitted an application on September 20, 1997, seeking mutation of the properties in the company’s name and signed the application as its director.<\/p>\n

The complaint alleges that the then Talathi subsequently processed the application and entered the company’s name in the occupant column while deleting the names of Pratapsingh Rane, Fattesingh Rane and Rajsingh Rane.<\/p>\n

However, Vishwasrao Rane has claimed that Karapur Estates Private Limited did not legally exist at the time of the mutation.<\/p>\n

According to documents cited in the complaint, the company was incorporated only on January 1, 1998, while the mutation process had allegedly taken place in 1997.<\/p>\n

The complainant has questioned how immovable properties could have been mutated in favour of an entity before its formal incorporation. He has further alleged that a name-availability letter issued by the Registrar of Companies and draft Memorandum and Articles of Association could not constitute title documents establishing the transfer of property rights.<\/p>\n

Sale to Errichter Infra Also Questioned<\/h3>\n

The complaint further alleges that properties bearing Survey Nos. 148\/0 and 176\/1 were subsequently sold through Karapur Estates Private Limited to Errichter Infra Private Limited in 2024.<\/p>\n

Vishwasrao Rane has contended that if the original mutation and acquisition by Karapur Estates were legally invalid, the subsequent transaction in favour of Errichter Infra should also be investigated.<\/p>\n

The complainant has accused Vishwajit Rane of allegedly using influence to facilitate mutation entry No. 1131 and has sought an investigation into the role of revenue officials involved in the process.<\/p>\n

He has also alleged differential treatment, claiming that the mutation procedure followed in this case was different from the process ordinarily applicable to members of the public.<\/p>\n

Seeks Civil and Criminal Proceedings<\/h3>\n

Vishwasrao Rane has demanded stringent action under both civil and criminal law against Vishwajit Rane and Deviya Rane in connection with the alleged transactions.<\/p>\n

The complaint identifies Vishwajit Rane as a director of Karapur Estates Private Limited and refers to Deviya Rane as a director of the same company. It calls for an investigation into the alleged fraud and the circumstances under which the land records were changed.<\/p>\n

The complainant has also demanded political accountability over the allegations and sought action against Vishwajit Rane at the government level.<\/p>\n

Copies of the complaint bear receiving endorsements dated August 25 from offices including the Goa Chief Minister, Lok Bhavan and the SIT at Ribandar.<\/p>\n

The allegations are likely to bring renewed focus on land transactions at Karapur and the mutation records cited by the complainant.
