Panaji, October 22: The academic future of more than 50 students affiliated with Goa University has reportedly been thrown into uncertainty after they were declared ineligible to appear for examinations for failing to pay their examination fees within the prescribed deadline.<\/em><\/strong><\/p>\n

The controversy has emerged following a Supreme Court order dated October 17, 2025, in which the apex court granted exceptional relief to a student who had missed the deadline for applying for a B.Sc. re-examination.<\/p>\n

While allowing the student to appear for the examination, the Supreme Court specifically clarified that its directions were confined to the peculiar facts and circumstances of that case and should not be treated as a precedent in any other matter.<\/p>\n

However, this very observation has now become the centre of controversy, with Goa University reportedly adopting a strict approach towards examination fee deadlines and discontinuing the earlier practice of accepting late applications or payments.<\/p>\n

What Did the Supreme Court Actually Order?<\/h3>\n

The case arose from a Special Leave Petition filed by Shivam Manjrekar against the State of Goa and others, challenging a September 25, 2025, order of the Bombay High Court at Goa.<\/p>\n

The petitioner had sought permission to appear for a re-examination in a B.Sc. subject in which he had failed. His application had been rejected because it was submitted after the extended deadline of September 19, 2025.<\/p>\n

The High Court had dismissed his petition on the ground that he had failed to apply either before the original deadline of September 8 or the extended deadline of September 19.<\/p>\n

However, a Supreme Court Bench comprising Justice Pamidighantam Sri Narasimha and Justice Atul S. Chandurkar, after hearing the parties and examining the State government’s counter-affidavit, directed that the student be permitted to appear for the examination scheduled for October 25, 2025.<\/p>\n

The Court also directed him to complete the necessary formalities by October 18, 2025.<\/p>\n

Importantly, the Bench clarified that its decision was based on the specific circumstances of the case and could not be cited as a precedent in other cases.<\/p>\n

Over 50 Students Left in Limbo<\/h3>\n

The latest controversy concerns more than 50 students who reportedly failed to pay their examination fees within the prescribed period and have consequently been denied examination eligibility.<\/p>\n

The university’s reported refusal to entertain late fee payments has raised questions about whether the Supreme Court’s exceptional order is being interpreted too rigidly.<\/p>\n

The crucial distinction is that the Supreme Court did not issue any general direction prohibiting universities from accepting examination fees after the deadline. The affected students’ reported predicament calls for clarification from the university administration on whether alternative arrangements, a special extension or another legally permissible mechanism can be considered without violating existing examination regulations.<\/p>\n

Will Goa University Reconsider Its Stand?<\/h3>\n

The controversy presents a fundamental question about the balance between administrative discipline and students’ academic interests.<\/p>\n
