Enough Is Enough Demands Immediate Action Against Alleged Illegal Casino Operations; Writes to Chief Minister, Gaming Commissioner and Inspector General of Police

Panaji, Goa | 9 July 2026The Enough Is Enough (EiE), Goa movement has written to the Chief Minister of Goa, the Gaming Commissioner, and the Inspector General of Police, demanding immediate enforcement of the Goa Public Gambling Act, 1976 and prompt action against what it alleges are continuing illegal activities in casinos operating in Goa.

In separate representations submitted today, EiE Convenor Retd. Justice Ferdino I. Rebello has called upon the authorities to discharge their statutory duties under the Goa Public Gambling Act and initiate criminal proceedings wherever violations of the law are found.

According to EiE, Section 13B of the Goa Public Gambling Act requires casino vessels to conduct gaming activities only in the territorial waters of the State as prescribed under the law. The movement has alleged that gaming activities continue to take place on casino vessels operating in the River Mandovi in violation of the statutory provisions that came into force on 1 February 2020.

The movement has also alleged that under Section 13A of the Act, casinos operating in five-star hotels are permitted only to operate electronic amusement games or slot machines. However, EiE contends that other gaming activities are allegedly being conducted in such casinos, which, if true, would be contrary to the provisions of the Act.

In its letter to the Gaming Commissioner, EiE has further pointed out that the Commissioner has statutory responsibilities under Section 13D to inspect casinos, regulate gaming activities, exercise control over authorised gaming areas, and issue permits to eligible tourists entering casinos. The movement has questioned how casino patrons are entering gaming premises if the mandatory permit mechanism has not been implemented.

EiE has argued that the absence of rules under certain provisions of the Act cannot be used as a justification for failing to enforce other mandatory provisions that are already in force.

In its representation to the Inspector General of Police, the movement has sought registration of criminal cases wherever violations of the Goa Public Gambling Act are found and has requested that all police inspectors exercise their powers within their respective jurisdictions to investigate and act against any illegal gaming activities.

The representation addressed to the Chief Minister states that, as the Home Minister, he has a constitutional and statutory responsibility to ensure enforcement of the Goa Public Gambling Act. EiE has urged the Chief Minister to immediately direct all concerned authorities to stop any illegal casino operations and prosecute offenders in accordance with law.

The movement has also demanded that appropriate action be initiated against the Gaming Commissioner for the alleged failure to discharge statutory duties under Section 13D of the Act.

Along with the representations, EiE has submitted a detailed note raising legal and factual questions concerning casino operations in Goa for consideration by the authorities.

Retd. Justice Ferdino Rebello stated that the issue is not one of ideology but of the rule of law.
