Tuem Nagrik Samiti Seeks Vigilance Probe into Alleged Irregularities in Waterway Works

Pernem, July 9: Tuem Nagrik Samiti has lodged a complaint with the Directorate of Vigilance seeking an inquiry into the execution of two Water Resources Department (WRD) projects for the improvement of waterways in Tuem village, alleging false certification of completion, fraudulent release of government funds and financial irregularities.

In the complaint submitted by Samiti President Satyawan P. Varadkar, the organisation has sought an immediate vigilance inquiry into the execution of two irrigation works—one at Miranda Shet and Babushe Shet, Sonyem, and another at Pankar Mhadolo, Gaonkarwada. According to the complaint, the projects, with sanctioned amounts of ₹14.93 lakh and ₹14.85 lakh respectively, were awarded to M/s Golden Bricks Works Structure Pvt. Ltd.

The Samiti has alleged that physical inspection of the sites revealed that substantial portions of the sanctioned works remain incomplete and several approved items were either not executed or only partially completed. Despite this, it has alleged that completion certificates were issued and the entire sanctioned amounts were released to the contractor.

The complaint has urged the Vigilance Department to investigate whether completion certificates were issued without actual completion of the works, whether site inspections were conducted before certification, whether entries in the Measurement Books accurately reflect the work executed, and whether false measurements were recorded to facilitate the release of public funds.

The Samiti has also sought an examination of administrative approvals, technical sanctions, work orders, tender documents, measurement books, site inspection reports, completion certificates, payment files, treasury records and other related documents.

Further, it has requested the Vigilance Department to conduct an independent technical inspection of the sites, determine whether full payments were released despite incomplete execution, fix responsibility on the officials and contractor if any irregularities are established, recover losses to the State exchequer and initiate departmental as well as criminal proceedings wherever warranted.

In its representation, the Tuem Nagrik Samiti stated that the complaint has been filed in the larger public interest to safeguard public funds meant for irrigation development and farmers’ welfare and to ensure transparency and accountability in the execution of government works. The allegations contained in the complaint have not been independently verified, and the concerned authorities are yet to respond to them.
