Candolim, August 9: Two Candolim residents have written to Goa Chief Minister Dr Pramod Sawant, inviting him to tour the village and examine a series of alleged illegalities and environmental violations following the inauguration of the Nerul Bund project.

The ten-page representation, dated July 28, 2026, was submitted by Glen Fernandes and Derrick Gonsalves. Copies were also delivered to the Village Panchayat of Candolim.

The complainants have alleged that several large construction projects have been permitted in Candolim without a carrying-capacity study. They named projects and locations in Veera-Saipem, Keshava-Bamon Waddo, Dando and Souza Waddo among the developments they want the Chief Minister to inspect.

They also raised allegations concerning construction in a No Development Zone at Sinquerim, road widening without land acquisition, sewage discharge into paddy fields, destruction of mangroves, construction near the Nerul Bund and the proposed sewage-treatment plant in the area.

Another major issue highlighted in the representation concerns a property allegedly linked to Bollywood actor Salman Khan. The residents claimed that an occupancy certificate was issued for a structure located in a No Development Zone. The allegations concerning the property are the subject of separate court proceedings and have not been judicially established.

The letter further alleges irregularities in the award of parking-fee and garbage-collection contracts by the Candolim panchayat. It also raises concerns about high-rise buildings, casinos, nightclubs on sand dunes, plunge-pool projects amid local water shortages and a proposed cricket stadium on land described by the complainants as a disaster-management site.

Fernandes and Gonsalves accused Calangute MLA Michael Lobo, the Candolim panchayat body and its secretary of facilitating or failing to act against the alleged violations. These accusations remain claims made by the complainants, and no response from the persons named in the letter was included with the representation.

The residents asked Sawant to join them for a first-hand inspection of the affected locations immediately after the Nerul Bund programme. They said the proposed tour would allow the Chief Minister to understand the difficulties faced by villagers, particularly senior citizens, widows and retired government employees allegedly affected by road widening and large development projects.

The complainants also urged the state government to take corrective administrative action and make personnel changes at the Candolim panchayat if their allegations are substantiated.
