UGF Files Fresh Complaint Alleging ₹10.94 Crore Loss in Verna GIDC Plot Allotment, Seeks Criminal Probe



Panaji, July 8: The United Goans Foundation (UGF) has submitted a supplementary complaint to the Chief Minister, Chief Secretary, Secretary (Industries), Director of Vigilance, Anti-Corruption Bureau and Goa-IDC Vigilance Officer, placing additional documentary evidence on record and seeking immediate cancellation of the provisional allotment of Utility Plot No. U02-X at the Verna Industrial Estate.

The Foundation has alleged that the allotment violates the Goa Industrial Development Corporation (Allotment, Transfer and Sub-Lease) Regulations, 2023, and has resulted in a wrongful loss of approximately ₹10.94 crore to the public exchequer. The complaint further seeks suspension of the Managing Director, a vigilance and criminal investigation, and departmental action against those responsible.

According to UGF, the newly obtained documents show that Plot No. U02-X is classified as a Utility Plot, meant exclusively for utility-related purposes within the industrial estate. However, the provisional allotment was allegedly made for establishing a mild steel fabrication and lathe machining unit, which the organisation contends is a regular industrial manufacturing activity and not a utility service permitted under the regulations.

The complaint states that the Managing Director, P. Polumatla Abhishek, IAS, who was in office when the 2023 GIDC Regulations were notified, was fully aware of the statutory classification of the plot. UGF alleges that despite this, the provisional allotment was issued contrary to the regulations and without any disclosed Government approval.

UGF has further claimed that records of the 395th GIDC Board meeting show that the Board did not approve the allotment but only resolved to refer the matter to the Government for appropriate consideration because of the non-availability of land and exhaustion of the prescribed ceiling for special category allotments. The Foundation alleges that no Government decision authorising the allotment has been placed on record.

The supplementary complaint also raises questions over the financial valuation of the land. UGF claims that while auction records indicate that comparable utility and commercial plots in Verna have fetched prices of up to ₹29,300 per square metre, Plot No. U02-X measuring 4,128 square metres was allotted at approximately ₹2,810 per square metre, resulting in an estimated differential of ₹10.93 crore.

Citing constitutional principles laid down by the Supreme Court in cases concerning allocation of public resources, UGF argues that valuable public assets must be dealt with transparently, fairly and in the larger public interest. It contends that the present allotment is inconsistent with these principles because a utility plot was allegedly diverted for a non-utility activity, public auction was bypassed, Government approval has not been disclosed, and the allotment price bears no reasonable relationship to prevailing market values.

The Foundation has requested authorities to immediately cancel the allotment, preserve all relevant records, initiate vigilance and anti-corruption investigations, examine possible offences under the Prevention of Corruption Act and other penal laws, and conduct a comprehensive review of all plots allotted by GIDC during the tenure of the present Managing Director to determine whether similar irregularities exist.

UGF has maintained that the documentary evidence, comprising GIDC regulations, board records, allotment orders and auction records, establishes a prima facie case warranting immediate vigilance intervention and a comprehensive criminal investigation into the decision-making process.
