Complaint flags ‘post-facto approvals’, tender bypass in Goa govt works; WRD seeks report

Panaji: A detailed complaint filed by RTI activist Sudip Narayan Tamhankar has alleged serious financial and procedural irregularities in the execution of government works across departments in Goa, prompting the Water Resources Department (WRD) to seek a report from its officials.

According to documents submitted with the complaint, it has been “consistently observed” that works awarded to certain contractors were executed in violation of established norms under the CPWD Manual and financial rules.

Key Allegations:

Extra works allegedly carried out without prior approvals, with permissions being obtained post facto

Preparation of revised estimates incorporating deviations after execution of works

Circumvention of tendering process, raising questions over transparency and fairness

Possible violation of financial rules and procurement norms


The complaint also annexes technical drawings, estimates, and comparative statements to support claims of inflated or irregular work execution patterns.

Tamhankar has warned that such practices could have “grave consequences,” including erosion of financial discipline and compromise of public accountability in infrastructure projects.

Acting on the complaint, the WRD has reportedly directed concerned engineers to examine the allegations and submit a detailed report within a stipulated timeframe.

Further action is expected based on the findings of the departmental inquiry.
