Panaji: The Kadamba Transport Corporation Limited (KTCL) has tightened its cash-handling and ticketing procedures following complaints of alleged pilferage of Corporation revenue and irregularities involving conductors.

In a circular dated August 28, 2026, KTCL Managing Director Rohan J. Kaskar stated that the Corporation had received several complaints about conductors allegedly collecting fares without issuing tickets, failing to issue proper tickets and indulging in other irregularities.

Taking serious note of the complaints, KTCL has introduced a new procedure for declaration and verification of cash collected by conductors at the end of their scheduled duty. Significantly, the circular states that the cash amount will no longer be reflected on the Electronic Ticketing Machine (ETM) and that the revised procedure will be implemented strictly across all schedules.

Under the new system, conductors completing their duty will have to report to the Traffic Section of their respective depot and declare the cash and other earnings collected during the trip before the Traffic In-charge. The amount will have to be entered in a register along with the date, schedule number and conductor’s employee code.

The Traffic In-charge will acknowledge the declared cash and issue a signed slip, which the conductor will have to submit along with the cash to the Depot Accounts Section.

The Accounts Clerk will then connect the conductor’s ETM to the system and tally the cash deposited with the ETM report during the waybill closing process. The Assistant Accountant or Accountant concerned will be held responsible for discrepancies detected during this verification process.

KTCL has also introduced strict provisions to deal with differences in the cash collected. Any excess cash found will be forfeited and deposited into KTCL accounts. In case of a shortage, the conductor will be asked to deposit the deficit amount. If the conductor refuses or is unable to do so, the amount will be deducted from his or her salary.

The Depot Accounts Section has been directed to maintain records of such shortages, while accountants and assistant accountants will verify the reports and submit them daily to the Depot Traffic Section.

The Depot Traffic Section will also prepare schedule-wise weekly reports and forward them to the Traffic Section at the KTCL Head Office, with a copy to the General Manager after verification by the Depot Manager.

The circular further directs all conductors to clearly mention any refundable amount payable to passengers on their waybills. KTCL has warned that disciplinary action will be initiated against defaulters depending on the seriousness of the violation.

The new system will apply to Panaji, Porvorim, Margao and Vasco depots, where designated traffic officials have been instructed to maintain detailed registers of earnings and conductor declarations.

Assistant Accountants at these depots have also been directed to conduct random surprise monitoring when conductors approach the Accounts Section to deposit cash.

The circular has directed all Depot Managers and traffic officials to bring the new instructions to the notice of crew members and ensure strict compliance.
