Kadamba Withdraws 2007 Penalty-Waiver Policy Amid Rise in Financial Irregularities

Panaji: The Kadamba Transport Corporation Limited (KTCL) has withdrawn with immediate effect a nearly two-decade-old circular that allowed compounding of fines and waiver of penalties for certain offences committed by conductors and drivers detected during line checking.

 

In a circular dated July 10, 2026, KTCL Managing Director Rohan J. Kaskar said the decision was taken after the Corporation observed a “consistent and alarming increase” in operational defaults, financial irregularities and pilferage of Corporation revenue by members of the operating crew.

The withdrawn circular, KTC/TRF/32/2007-08/890 dated September 12, 2007, had provided for compounding of fines and waiver of penalties in certain cases involving conductors and drivers.

According to the latest order, such practices have not only caused financial losses to KTCL but have also adversely affected operational discipline, transparency and public confidence in the functioning of the Corporation.

No Leniency for Ticket and Cash Irregularities

KTCL has now directed that all future cases involving financial irregularities, pilferage of Corporation revenue, non-issuance of tickets, misappropriation of cash, operational defaults or other misconduct by conductors, drivers and other operating staff be dealt with strictly under the Corporation’s Certified Standing Orders and applicable disciplinary rules.

The Corporation has instructed all controlling officers, depot managers, line-checking staff and other officials to inform operating staff about the decision and ensure strict compliance.

The move effectively ends the earlier provision for concessions in penalties and signals stricter disciplinary action against employees found involved in revenue-related and operational misconduct.
