₹2.43 Crore GIDC Road Works Scam Alleged: UGF Seeks FIR, Vigilance Probe

Panaji, April 16, 2026:
The United Goans Foundation (UGF) has lodged a formal complaint before Chief Minister Pramod Sawant and vigilance authorities, alleging a major corruption and financial fraud of approximately ₹2.43 crore in road and pothole repair works carried out by the Goa Industrial Development Corporation (GIDC) during 2024.

In its complaint, UGF has accused senior officials and contractors of orchestrating a “systemic and organised scam” involving violations of financial and administrative norms.

Serious Violations Alleged

According to UGF, the works were executed without following mandatory procedures, including:

No tenders, work orders, or prior administrative approvals

Violations of GFR norms, CVC guidelines, and CPWD procedures

Post-facto creation of records such as estimates, sanctions, and work orders after completion of works

Contracts awarded on a nomination basis, indicating favouritism and cartelisation

Payments released for works that may not have been executed

Misleading statements allegedly made before the Legislative Assembly regarding issuance of work orders

Execution of works during the Model Code of Conduct without approval from the Election Commission

Officials and Contractors Named

UGF has named several key officials in its complaint, including:

Reginald Aleixo Lourenco – Chairman, GIDC

Pravimal Abhishek Polumatla (IAS) – Managing Director, GIDC

Subhash R. Belgaonkar – General Manager (Engineering)

Luciano Costa – Dy. General Manager (Engineering)

Jitendra Gawandalkar – Area Manager

Philomeno Pereira – Chief Accounts Officer

Vijay Mardolkar – Technical Advisor

The complaint also refers to decisions taken during the 391st Board Meeting (Resolution No. 34/2024), involving board members such as Dr. Swetika Sachan (IAS), Stephen Fernandes, Anirudh Dempo, Chandan Parab, Sandeep Sood, Adv. Savio J. F. Correia, and Carlton Almeida.

Contractors named include Gadekar Constructions, M&M Constructions, and Sai Kamal Constructions.

Pattern of Corruption Alleged

UGF has claimed that the alleged scam is not an isolated incident, pointing to earlier irregularities, including the Corlim road case. The organisation alleged a consistent pattern of misconduct within GIDC following the tenure of current leadership, suggesting a broader nexus between officials and contractors.

UGF Demands Immediate Action

The foundation has demanded:

Registration of an FIR and criminal investigation

Probe by Anti-Corruption Bureau/Vigilance authorities

Forensic and technical audit of all works

Recovery of ₹2.43 crore with penalties

Suspension and prosecution of involved officials

Investigation into disproportionate assets

Call for Time-Bound Probe

Terming the case a “pre-planned criminal conspiracy,” UGF has called for a time-bound and independent investigation to safeguard public funds and ensure accountability. The organisation has also stated its intent to pursue the matter legally until its “logical conclusion,” including filing criminal cases against those accused.
