Serious concerns are being raised across Goa over the alleged accumulation of disproportionate wealth by several long-serving Sarpanchs in Village Panchayats, sparking demands for a comprehensive investigation by central and state agencies.

Despite repeated assurances of transparency and zero tolerance towards corruption, ground realities in many Village Panchayats (VPs) appear to paint a different picture. Questions are now being openly asked about how certain Sarpanchs—without any visible or declared sources of substantial income—have reportedly acquired lavish homes, multiple properties, high-end vehicles, and significant assets over the years.

Observers point out that Village Panchayats play a crucial role in granting construction permissions, trade licenses, No Objection Certificates (NOCs), land-use clearances, and other approvals. These powers, it is alleged, have increasingly become avenues for corruption, with accusations that files are selectively processed based on influence or monetary inducements.

There are also allegations that some Sarpanchs have remained in power for extended periods, effectively turning Panchayats into strongholds of control. Concerns have been raised about the role of family members and close associates, who are allegedly linked to property acquisitions, contracts, and benefits under government schemes.

Amid these allegations, questions are being raised over the absence of action by key investigative agencies such as the Enforcement Directorate (ED), Central Bureau of Investigation (CBI), and the Income Tax Department (IT Department).

Citizens and activists are demanding:

Time-bound investigations into long-serving Sarpanchs

Public disclosure of assets and liabilities

Scrutiny of income versus assets, including possible ED and IT probes

Forensic examination of Panchayat resolutions and land-related decisions

Introduction of term limits to prevent concentration of power


Critics argue that corruption at the Panchayat level has far-reaching consequences, including unplanned development, illegal constructions, environmental degradation, and erosion of legal housing rights.

The silence of the state authorities, including the Anti-Corruption Branch of Goa Police, has also come under scrutiny, with many questioning the lack of proactive investigation into such serious allegations.

Citizens are now being urged to actively participate in Gram Sabhas, demand records, and hold elected representatives accountable through legal and democratic means.

As public pressure mounts, the issue has reignited a broader debate on governance, accountability, and the need for systemic reforms in grassroots institutions.
