Panaji, July 6: The United Goans Foundation (UGF) has submitted a detailed complaint to the Chief Minister, Chief Secretary, Secretary (Industries), Director of Vigilance, Anti-Corruption Bureau and GIDC Vigilance Officer, seeking cancellation of the provisional allotment of Plot No. U02-X at the Verna Industrial Estate and an independent investigation into the role of senior Goa Industrial Development Corporation (GIDC) officials.

According to UGF, the complaint is based on documentary records and raises questions over the allotment of an industrial plot in the name of Suhas Datta Naik of Industrial Engineers without disclosing that he is the father of Sunil Naik, the GIDC IT Manager deployed through INET Computer Services, who is entrusted with managing the corporation’s online plot allotment and tender systems.

The organisation has alleged that the allotment is contrary to the spirit of the 2019 opinion of the Advocate General, which had recommended safeguards to prevent conflicts of interest involving employees and their family members.

UGF further stated that GIDC Board Resolution No. 11/2025 had resolved to refer the matter to the Government for an appropriate decision. However, the provisional allotment order reportedly makes no reference to any Government approval, raising questions over the authority under which the allotment was issued. The Foundation has alleged that the Managing Director, Polumatla Pravimal Abhishek, IAS, acted beyond his powers in connivance with the GIDC Board members.

The Foundation has also questioned whether the Investment Promotion Board (IPB) route is being used to allot public industrial land without public competition or adequate scrutiny, thereby compromising transparency and equal opportunity.

UGF has sought an independent examination of the role of GIDC Chairman Aleixo Reginald Lourenco, Managing Director Polumatla Pravimal Abhishek, IAS, and the Board members who participated in the decision-making process to determine whether there was any abuse of official position, conflict of interest or procedural irregularity.

The complaint also refers to information received by the organisation alleging manipulation of GIDC’s online plot allotment and tender systems involving the IT Manager. In view of these allegations, UGF has demanded a comprehensive forensic audit of all online plot allotments and tenders processed during the present tenure, including examination of server logs, audit trails, IP addresses, system access records and other electronic evidence.

Further, the Foundation has urged authorities to investigate whether the present case is part of a larger pattern in which industrial plots are allotted to select beneficiaries through employees or their family members before being transferred or sold for private financial gain.

Among its key demands, UGF has sought immediate cancellation of the provisional allotment, suspension of the IT Manager pending inquiry, preservation and seizure of all relevant records, a vigilance and anti-corruption investigation into the role of all persons involved, and a time-bound forensic probe.

UGF stated that industrial land is a valuable public asset and maintained that any allegation of manipulation or preferential allotment involving senior public officials warrants an immediate, impartial and transparent investigation in the larger public interest.
