Panaji, October 19, 2026: As many as 48 applications for appointment on compassionate grounds remain pending with the Kadamba Transport Corporation Limited (KTCL), prompting RTI activist Sudip Narayan Tamankar to demand immediate recruitment to safeguard the livelihoods of families who have lost their breadwinners.
Sudip Tamankar urges Kadamba Transport Corporation to end prolonged delays and provide employment to families of deceased employees
In a representation submitted to the Managing Director of KTCL on Monday, Tamankar cited information obtained under the Right to Information Act, 2005, on September 2, 2026, revealing that 48 applications submitted between February 19, 2020, and February 3, 2026, were awaiting consideration.
Tamankar expressed serious concern over the prolonged administrative delays, stating that compassionate appointments are intended to provide immediate financial relief to families facing hardship following the death of an earning member.
He alleged that the corporation’s failure to process these applications promptly had defeated the very purpose of the compassionate appointment scheme, leaving several economically vulnerable families struggling for survival.
Highlighting the humanitarian dimension of the issue, Tamankar argued that prolonged delays adversely affect the right to livelihood protected under Article 21 of the Constitution.
Demand for Immediate Appointments
Tamankar urged the KTCL management to initiate priority action to clear all 48 pending applications and provide eligible candidates with employment in available operational or administrative positions.
He also proposed a provisional appointment mechanism under which candidates could begin earning while the corporation completed the necessary documentation and verification procedures, subject to applicable recruitment rules.
The representation further demanded that the process of updating recruitment rules for the post of Traffic Controller be expedited and subsequent recruitment completed within a strict timeframe.
Tamankar insisted that similar urgency and administrative consideration should be extended to compassionate appointment cases.
Calling for humanitarian intervention and natural justice, he urged the corporation to take decisive steps to prevent further financial distress among the affected families.
A copy of the representation has also been submitted to the Director of Transport, Government of Goa, seeking intervention in the matter.
