Panaji: In a political landscape traditionally dominated by seasoned leaders and established faces, the Revolutionary Goans Party (RGP) has made a striking generational shift by placing 26-year-old Shavina Naik Shirodkar at the helm of its State organisation ahead of the 2027 Goa Assembly elections.

 

 

Shirodkar’s elevation as State President of the RGP is significant not merely because of her age. She is the party’s first woman State President and represents a generation that political parties across the country are increasingly trying to connect with — Gen Z.

Armed with a B.A. in Journalism and experience in the media and socio-political sectors across different States of India, Shirodkar brings to the position a profile distinctly different from that of the conventional political heavyweight.

Her communication background, exposure beyond Goa and familiarity with contemporary political and social narratives could give RGP an opportunity to experiment with a younger style of politics as the State heads towards another Assembly election.

A Generational Gamble Ahead of 2027?

The bigger political question, however, is whether Shirodkar’s elevation will remain merely an organisational change or whether it could have an impact on Goa’s electoral equations.

Across India, younger voters have become increasingly vocal on issues ranging from employment and entrepreneurship to environment, governance, corruption, housing costs and opportunities for the future.

Goa is no exception.

With a sizeable section of young voters expected to participate in the 2027 electoral battle, RGP appears to be attempting to position itself as a political platform where the younger generation is not merely asked to campaign or vote, but is actually given a place at the decision-making table.

Putting a 26-year-old woman at the forefront could therefore help RGP create a sharper distinction between itself and Goa’s established political formations.

But the real test will be whether that symbolism can be converted into organisation, credibility and ultimately votes.

Women Leadership Adds Another Dimension

Shirodkar’s rise also carries significance from the point of view of women’s political representation.

Goa has produced several prominent women politicians, but women heading political parties have remained relatively rare.

The development inevitably recalls late Shashikala Kakodkar, Goa’s first and so far only woman Chief Minister, who also led the Maharashtrawadi Gomantak Party.

Decades later, Shirodkar’s emergence at the top of another regional political party brings the issue of women-led political leadership in Goa back into focus.

For RGP, therefore, the choice potentially delivers two political messages simultaneously — youth leadership and women leadership.

Can Gen Z Become a Political Force in Goa?

The appointment comes at a time when Gen Z is increasingly influencing public discourse across the country, particularly through digital platforms.

Unlike previous generations, younger voters consume political information differently. Social media, short-form videos, podcasts and online campaigns increasingly compete with traditional rallies and public meetings in shaping political opinion.

A journalism-trained young leader could potentially be well placed to communicate in this evolving environment.

But electoral politics requires more than digital visibility.

Shirodkar will have to strengthen RGP’s organisation at the State, district and constituency levels, build teams, address local issues and convince voters that youth leadership can also offer administrative maturity and political consistency.

Her challenge will also be to reach beyond RGP’s existing support base and connect with young voters who may be dissatisfied with traditional parties but are yet to see a viable alternative.

RGP’s 2027 Experiment

RGP already has a presence in the Goa Legislative Assembly through St Andre MLA Viresh Borkar. The party is now restructuring its organisation ahead of the next election and has indicated that strengthening its grassroots network will be a major priority.

Shirodkar has said her focus will be on strengthening the organisation, intensifying the party’s campaign and taking up issues affecting people.

For a regional party seeking to expand its political footprint, entrusting that responsibility to a 26-year-old is a bold experiment.

Whether it becomes a masterstroke will depend on what happens on the ground.

Can Shirodkar attract first-time and younger voters? Can RGP increase its appeal among women? Can a new generation of leadership challenge Goa’s established political networks? And, most importantly, can youthful energy be converted into Assembly seats?

These questions will only be answered when Goa votes in 2027.

But one thing is already clear: by choosing Shavina Naik Shirodkar to lead its State organisation, RGP has injected a fresh Gen Z factor into Goa’s political conversation — and its rivals may now have to watch whether that factor begins influencing the State’s electoral arithmetic.
