Goa Residents Submit Objections to Household Data Collection, Question Legal Validity of Notification

Panaji/Pernem/Vasco, April 23, 2026:
A series of formal objections have been submitted by residents from different parts of Goa, raising concerns over the ongoing collection of household data by authorities under a Central Government notification dated January 20, 2026, issued under Section 8 of the Census Act, 1948.

Separate objection letters filed by individuals from Tuem (Pernem), Vasco da Gama, and Benaulim collectively question the applicability and legal validity of the notification in the context of Goa’s unique historical and legal status.

The objectors have argued that the notification applies to citizens under the Indian Citizenship Act, 1955, particularly in relation to property as defined under Article 31A of the Constitution. However, they contend that it does not extend to sections of Goan residents categorized as “deemed to have become citizens of India” under the Goa, Daman and Diu (Citizenship) Order, 1962.

In their submissions, the residents have claimed that authorities conducting the survey lack jurisdiction to collect household data from such individuals, especially where property ownership does not fall under the definition outlined in Article 31A. The letters further assert that applying the notification in Goa without considering these distinctions amounts to overreach.

Some of the objections also raise broader administrative concerns, including allegations that local bodies such as village panchayats and municipal councils are functioning without fully constituted or lawfully defined revenue administration frameworks, thereby questioning their authority in such data collection exercises.

Additionally, concerns about the impact of administrative actions on residents’ rights and living conditions have been highlighted in certain representations, particularly in urban areas.

Through these letters, the residents have strongly objected to the collection of household data and have urged authorities to clarify the legal basis and jurisdiction for implementing the notification in Goa.

The development signals emerging resistance among sections of citizens over the implementation of central data collection exercises, with calls for greater transparency and legal clarity from the government.
