Governor’s Office Forwards Complaint Against Captain of Ports; Public Grievances Dept Seeks Action Report

Panaji, May 14: In a significant development, the Directorate of Public Grievances has directed the Captain of Ports Department to take necessary action on a complaint seeking vigilance inquiry and disciplinary proceedings against the Captain of Ports.

The complaint, filed by RTI activist Sudip Narayan Tamankar, was reportedly forwarded through the office of the Governor of Goa to the Directorate of Public Grievances for further action.

According to an official communication dated May 4, 2026, issued by the Directorate of Public Grievances, the grievance submitted by Tamankar on April 13 was received through the office of the Governor on April 24 and subsequently forwarded to the Captain of Ports for “necessary action.”

The letter further directs the department to “resolve the matter” and submit an Action Taken Report (ATR) to the complainant within 15 days from receipt of the communication, under intimation to the Directorate of Public Grievances.

The complaint reportedly seeks a vigilance inquiry and disciplinary action against the Captain of Ports in connection with alleged irregularities linked to the functioning of the department.

The development has triggered surprise in administrative circles, as government departments generally do not forward complaints directly back to the concerned authority with strict timelines for action and reporting.

The matter assumes significance amid ongoing controversies and allegations surrounding permissions, jurisdictional issues and regulatory actions involving river navigation and offshore activities in Goa.

Sources stated that the forwarding of the complaint through the Governor’s office and the insistence on an action taken report within a fixed timeframe indicates that the issue is being treated seriously at higher administrative levels.

However, no official response has yet been issued by the Captain of Ports Department regarding the contents of the complaint or the action proposed to be taken.
