Panaji, November 4, 2026: The Government of Goa has signed a Memorandum of Understanding (MoU) with The Modern Data Company to integrate artificial intelligence (AI) into governance and public service delivery, advancing Chief Minister Dr. Pramod Sawant’s vision of a self-reliant state under the Swayampurna Goa initiative.
The collaboration aims to transform the existing Swayampurna Goa programme into a technology-driven ‘Swayampurna AI Goa’ initiative by using AI to improve administrative efficiency, identify gaps in government schemes and ensure better delivery of services to citizens.
Under the agreement, The Modern Data Company will work with various government departments to identify opportunities for deploying its DataOS platform, which enables departments to integrate information from existing systems and generate AI-powered insights for decision-making.
Focus on Welfare Schemes and Public Services
A major focus of the initiative will be identifying eligible households that have not received government benefits and monitoring the implementation of welfare schemes at the panchayat level.
In education, AI-based systems could help identify students requiring additional academic support. Tourism authorities may use visitor-footfall predictions to improve crowd management, transportation planning and safety arrangements.
The healthcare sector could benefit from AI applications for early disease detection, forecasting medicine requirements and identifying emerging disease hotspots.
Sanjoy Roy, Vice President for APAC, Middle East and EU at The Modern Data Company, said the collaboration would support Goa’s commitment to inclusive development and citizen-centric governance.
He stated that AI could help the government better understand citizens’ needs, identify shortcomings in service delivery and make informed decisions at the grassroots level.
First AI Project Targeted by February–March 2027
The MoU will be implemented in phases, beginning with the identification of a priority project and an assessment of its technical and administrative requirements.
The company aims to make one selected AI application operational by February or March 2027, subject to departmental readiness and necessary approvals.
Animesh Kumar, Co-founder, Chief Technology Officer and Chief Product Officer of The Modern Data Company, said effective AI adoption in government requires connecting information across departments and making it available for practical applications.
He explained that DataOS would provide the technological foundation for developing AI solutions without replacing the government’s existing digital infrastructure.
The platform is designed to support secure data integration, governance and analytics while allowing departments to expand successful applications to other areas of administration.
Strengthening the Swayampurna Goa Mission
Launched in 2020, the Swayampurna Goa initiative focuses on promoting self-reliance at the village and community levels, improving access to government welfare schemes and ensuring that eligible beneficiaries receive their entitlements.
The latest partnership seeks to strengthen these objectives through data-driven governance and AI-enabled public services.
The Modern Data Company, founded in 2018 and headquartered in San Jose, California, develops enterprise data management solutions through its DataOS platform.
While the agreement outlines potential applications across several sectors, the actual implementation and expansion of AI-powered services will depend on the identification of suitable projects, departmental preparedness and government approvals.
