RTI activist Sudip Narayan Tamankar has filed a formal complaint before the Governor of Goa seeking a vigilance inquiry and disciplinary action against the Captain of Ports, alleging serious procedural violations, administrative misconduct, and abuse of authority.

In his complaint dated April 13, 2026, Tamankar has accused the Captain of Ports of granting permission to the Goa Institute of Maritime Excellence (GIME) Foundation to conduct private maritime courses in alleged violation of established government procedures and mandatory safeguards.

According to the complaint, the GIME Foundation is a Special Purpose Vehicle (SPV) set up to redevelop the Britona Maritime School into the Goa Institute of Maritime Excellence under the DBFOT (Design, Build, Finance, Operate and Transfer) model.

Allegations of Bypassing Mandatory Approvals

Tamankar has alleged that the permission was granted without obtaining mandatory concurrence from the Finance Department, despite clear financial and policy implications. He further claimed that no legal vetting was carried out by the Law Department, making the decision legally questionable.

The complaint also states that approval from the State Cabinet, mandatory under the Rules of Business for policy-level decisions was not obtained.

Serious Governance Concerns Raised

The activist has termed these omissions as not merely technical lapses but “grave violations” indicating deliberate bypassing of institutional checks and balances. The complaint alleges that such actions amount to abuse of official authority, dereliction of duty, and acting beyond jurisdiction (ultra vires), thereby undermining financial discipline and legal compliance.

It has also been alleged that the unauthorized grant of permission raises concerns over lack of transparency, arbitrariness, and possible ulterior considerations, warranting a detailed vigilance probe.

Key Demands in the Complaint

Tamankar has urged authorities to:

Initiate an immediate vigilance inquiry against the Captain of Ports

Seize and examine all relevant files, approvals, and correspondence

Fix accountability for violations of statutory procedures

Initiate disciplinary proceedings under applicable service and anti-corruption laws

Suspend the permission granted to GIME Foundation pending inquiry

Describing the issue as a serious case of governance failure and administrative impropriety, the complainant has called for urgent and strict action to uphold the rule of law and ensure public accountability.
