Porvorim, August 1: RTI activist Sudip Narayan Tamankar has urged the Goa Transport Department to immediately reintroduce physical Checking Report (CR) books for Motor Vehicle Inspectors (MVIs) and Assistant Motor Vehicle Inspectors (AMVIs), alleging that faulty handheld Point of Sale (POS) e-challan machines have severely hampered traffic enforcement for the past several months.

In a representation submitted to the Director of Transport on July 29, 2026, Tamankar claimed that the department’s digital e-challan devices have become unreliable due to frequent technical glitches, making it difficult for enforcement officers to issue challans to traffic violators.

According to the representation, the department earlier relied on physical Checking Report books to penalise offenders before switching to handheld POS-based digital e-challan machines around two to three years ago. However, the malfunctioning devices have allegedly left MVIs and AMVIs unable to effectively enforce traffic rules for the last six to seven months.

Tamankar contended that the disruption in enforcement has encouraged traffic violations, weakened road safety compliance, and resulted in significant revenue loss to the state exchequer.

While acknowledging the importance of digital transformation, he stated that field officers cannot be left without functional enforcement tools. He has therefore requested the Transport Department to immediately redistribute physical Checking Report books to all MVIs and AMVIs until the e-challan system is fully restored and made reliable.

The representation calls for urgent intervention to ensure uninterrupted enforcement of traffic laws and to safeguard both public safety and government revenue.
