PANAJI, JULY 24: In a significant citizens’ intervention ahead of the next Goa Assembly elections, Priority Goa – Goem Pratham, an initiative of Vocal Voters, has presented a “Charter of Demands for Opposition Unity” to major opposition parties, calling for a united electoral strategy against the BJP while demanding strict safeguards against defections and political opportunism.

The charter, dated July 24, 2026, has been addressed to Goa Pradesh Congress Committee president Girish Chodankar, Revolutionary Goans Party leader Viresh Borkar, Goa Forward Party president Vijai Sardesai and Aam Aadmi Party Goa president Valmiki Naik.

Priority Goa has said that merely bringing opposition parties together will not be enough. It has demanded transparency in candidate selection, rejection of defectors and allegedly tainted politicians, completion of seat-sharing within a fixed deadline and a pre-election anti-defection commitment from candidates.

One Common Opposition Candidate Against BJP

The first and central demand is for a one-on-one electoral contest against the BJP in every Assembly constituency.

Priority Goa has argued that fragmentation of opposition votes has benefited the BJP. According to the charter, the BJP secures around 33 per cent of votes on average while the remaining votes get divided among multiple opposition candidates.

It has therefore urged all opposition parties to agree on a common candidate in each constituency to prevent vote splitting and provide voters with a direct electoral choice.

The proposal, however, puts the spotlight on whether opposition parties can overcome differences over seat-sharing, candidates and individual political ambitions.

‘No Entry’ for Defectors

The charter takes a particularly strong position against political defections, describing repeated defections as a major factor responsible for the erosion of public trust in Goa’s electoral system.

It refers to defections involving MGP and Congress legislators during the 2017–2022 period and another group of Congress MLAs who crossed over to the BJP during the current Assembly term.

Priority Goa has called for a zero-tolerance policy towards defectors, demanding that opposition parties should not rehabilitate politicians who were elected on an opposition mandate but subsequently joined the BJP.

The charter goes further by seeking the political exclusion of close family members of such defectors. This aspect of the proposal could trigger debate over whether relatives should face political consequences for the decisions of elected representatives.

BJP Rebels Should Not Become Opposition Candidates

Priority Goa has also warned opposition parties against becoming a political destination for BJP leaders who may switch sides after being denied tickets or opportunities.

The charter demands that opposition parties should not induct candidates who contested on BJP tickets, served as ministers or office-bearers in BJP/NDA governments between 2022 and 2026, or supported the BJP/NDA government as independents.

The organisation has argued that such candidates could carry a greater risk of switching sides again after getting elected.

The demand effectively challenges opposition parties to distinguish between leaders genuinely opposed to BJP policies and those seeking an alternative political platform because of changing electoral circumstances.

Charter Raises Issue of ‘Tainted Candidates’

Another major demand concerns politicians facing allegations of corruption, scams, fraud or other serious wrongdoing.

Priority Goa has argued that opposition parties should not induct politicians whom they themselves had previously accused of corruption or wrongdoing. The charter names some Goa politicians while presenting examples of this category.

It has also opposed giving tickets to politicians who have previously indicated willingness to join the BJP.

The demand raises a larger credibility question for opposition parties: whether politicians described as corrupt while belonging to rival parties can subsequently become acceptable merely by changing political affiliation.

Priority Goa has called upon the opposition to field what it describes as credible and unblemished candidates.

September 15 Deadline for Seat-Sharing

The citizens’ initiative has also proposed a concrete timeline for opposition unity.

It wants seat-sharing negotiations to begin immediately and conclude no later than September 15, 2026.

Candidate declarations should then be completed within one month, it said.

Priority Goa has argued that last-minute seat-sharing negotiations leave little room for public scrutiny and create conditions for political bargaining, rebellion and confusion among voters.

Early declaration of candidates, it believes, would bring greater transparency and preparedness to the opposition campaign.

Anti-Defection Pledge Before Elections

In another significant proposal, Priority Goa has demanded that every candidate fielded by a united opposition sign an anti-defection pledge before the election.

The charter proposes public pledges, affidavits and undertakings from candidates, with the documents to be prepared in consultation with legal experts and kept in the custody of the people.

The organisation wants such a commitment to serve as a moral and legal assurance that candidates will remain accountable to the electorate after being elected.

The legal enforceability of such a pledge would, however, require examination under the existing constitutional and anti-defection framework.

Opposition Now Faces Questions from Voters

The charter represents more than a call to defeat the BJP. It seeks commitments from opposition parties about what kind of alternative they intend to present before Goa.

The four opposition parties will now face questions over whether they are prepared to compromise on individual political interests for a common electoral strategy, whether defectors and BJP rebels will be denied entry, and whether candidate selection will be governed by consistent ethical standards.

Not all demands in the charter may find unanimous political or legal acceptance, particularly its proposed restrictions involving relatives of defectors. Nevertheless, the initiative has brought an important issue into the political debate — accountability cannot be demanded only from the ruling party; voters can demand it from the opposition too.

Priority Goa convenor Swapnesh Sherlekar has called upon the opposition parties to accept the charter and formally announce their acceptance through a press conference.

With Goa heading towards another electoral battle, the central question raised by the initiative is therefore not merely whether the opposition can unite to defeat the BJP, but whether it can convince voters that the political culture after a change of government will also change.
