Bardez Bazaar Asked to Vacate Mapusa Premises; Political Motive Behind Notice to Khalap Family?

MAPUSA, October 13: A government notice directing the Bardez Bazaar Consumers’ Co-operative Society Ltd. to vacate its premises at Morod, Mapusa, has raised questions over whether the move is purely administrative or carries political implications, considering the association of Nikhilchandra Khalap with the society and his family’s prominent role in Goa’s opposition politics.

Nikhilchandra Khalap is the son of former Union Law Minister and senior Congress leader Adv. Ramakant Khalap and the husband of Goa Pradesh Mahila Congress President Dr. Pratiksha Khalap. The notice has consequently brought the government’s action under scrutiny, particularly against the backdrop of the Khalap family’s political association with the Congress.

The notice, dated August 19, 2026, was issued by Bardez Block Development Officer Prathamesh A. Shankardas to the Chairman of Bardez Bazaar Consumers’ Co-operative Society Ltd., calling for the society to make alternative arrangements and hand over possession of its existing premises.

According to the notice, the society occupies government premises bearing Municipal Licence No. T/0/2078, Shed No. 90/13, P.T. Sheet No. 155 and Chalta No. 1. The property measures approximately 960 square metres, with a built-up area of 440 square metres.

The government maintains that the lease agreement executed on April 15, 2016, covering the period from November 13, 2012, to November 12, 2017, expired nearly nine years ago and was neither officially renewed nor extended by the competent authority.

The Goa State Infrastructure Development Corporation (GSIDC) has been entrusted with constructing a modern, multi-storeyed government complex at Morod, Mapusa, accommodating government departments, courtrooms, administrative sections and public utility offices.

The BDO’s notice states that the land and structure occupied by Bardez Bazaar fall within the proposed project site and that vacant possession is urgently required for demolition and construction activities.

Why has the government acted now?

While the government has cited the expiry of the lease and the proposed public infrastructure project, the timing of the notice raises several questions requiring clarification.

If the lease expired in November 2017, why was the society permitted to continue occupying the premises for nearly nine years? Did the government collect rent or other charges during this period? Were any earlier notices issued seeking possession, and what prompted the authorities to act in August 2026?

More importantly, has the government adopted a uniform policy towards all occupants of government premises whose leases have expired, or is Bardez Bazaar being treated differently?

These questions assume political significance because of the Khalap family’s association with the Congress and the active role of Dr. Pratiksha Khalap in opposition politics.

The possibility of political considerations influencing administrative decisions deserves scrutiny. However, the notice itself contains no evidence establishing that the action was initiated to target Nikhilchandra Khalap or silence the Khalap family.

Public project or selective administrative action?

There is no dispute that the government has the authority to undertake public infrastructure projects in accordance with law. Equally, the existence of a public project does not eliminate the need for transparency, procedural fairness and consistent treatment of affected occupants.

The BDO’s communication does not specify a definite deadline for vacating the premises. Instead, it requests the society to initiate suitable steps for handing over peaceful possession at an early date.

The notice also does not clarify whether alternative premises have been considered for the co-operative society or whether the authorities have assessed the consequences of its displacement.

Another important issue is whether the government has followed the applicable legal procedure for recovering possession following the expiry of the lease.

Government must clarify, Khalap family’s response awaited

The controversy now centres on whether the action against Bardez Bazaar is part of a uniformly implemented redevelopment programme or whether political considerations have influenced the decision.

The government needs to disclose the project’s approved plans, implementation schedule, treatment of other occupants and the steps taken since the lease expired in 2017.

The views of Nikhilchandra Khalap, the Bardez Bazaar management and the concerned government authorities on the notice and its possible political implications have not yet been obtained.

The central question remains: Why did a lease that expired in 2017 become the subject of a possession notice in August 2026, and can the government demonstrate that the decision was taken solely on administrative and legal grounds?
