Panaji, May 6, 2026: Fresh objections have surfaced against the proposed Ravindra Bhavan project at Tuem in Pernem taluka, with local resident Vikas Sonu Kandolkar issuing a formal notice to the Goa State Infrastructure Development Corporation (GSIDC) challenging the proposed construction.
In the notice addressed to the Chairman of GSIDC, Kandolkar objected to the “intended erection of Ravindra Bhavan premises” over land allegedly covering the “absolute private village of Tuem, Pernem.”
The notice refers to the recent tender floated by GSIDC on April 28, 2026, inviting bids for the construction of Ravindra Bhavan at Tuem. Kandolkar claimed that the land in question does not fall under the category protected by Article 31A of the Constitution and argued that the State cannot assume ownership or custody of the land without proper legal authority.
The notice further alleges that the designated Collector and revenue authorities have no jurisdiction over the land holdings in Tuem village and questioned the legality of revenue collection and records maintained under the Goa Land Revenue Code, 1968.
It has also been alleged that there is no proof under Section 54 of the Goa Land Revenue Code showing lawful collection of revenue from the landholders of Tuem village. The notice additionally raised objections regarding the use of Forms I and XIV and Record of Rights documents.
Kandolkar has requested GSIDC to withdraw the tender notice related to the Ravindra Bhavan project, warning of consequences in the event of non-compliance.
The issue has added to the growing controversy surrounding the proposed Ravindra Bhavan project at Tuem, where some local residents and landholders have been opposing the project and questioning ownership and legality of the land identified for the development.
